DR. NOEL E. GUZMAN MD, PhD

Dr. Guzman is a well known and respected retired Epidemiologist. He spent part of his early career working at Bellevue Hospital. He also spent most of his career working with the Center for Disease Control before retiring. During the start of the HIV Aids epidemic he worked with patients in New York City starting community outreach programs. These programs taught community organizations on how to assist those with HIV Aids while remaining safe. He spent 10 years doing field research in the Caribbean basin. His work involved Dengue Fever, HIV-Aids and Hemorrhagic Fever. Dr. Guzman retired in 2019, however, when Covid-19 struck the United States, he came out of retirement and has worked tirelessly to identify new strains of the Covid-19 virus.

Dr. Guzman earned his Ad Altare Dei in 1963 and his Eagle Scout in 1965. He is a Vigil Honor member of the Order of the Arrow. He spent time working with the Scout Association of the Dominican Republic while he served as Skipper of SES 2070 Humacao in Puerto Rico. He was Cubmaster of a Pack in Greater New York Council also serving as a Scoutmaster, Skipper of Ship 441 Vigilant and GNYC Jamboree Scoutmaster. He has served as Course Director for Woodbadge, National Camp School, Seabadge, Seabadge Underway, and SEAL Trainings. He was on staff at numerous Jamborees and NOACs. He ran an Aquatics and Lifequard Training School during the summers for Metrolife Scouts in New York City. Dr. Guzman is an emeritus member of the National Sea Scout Committee having served in a variety of roles including as a member of the National Aquatics Subcommittee. He was the Northeast Region Sea Scout Commodore for many years while also serving as the Regional Seabadge Coordinator. In the Northern New Jersey Council, he is a Committee Member of Ship 1908 Rising Phoenix as well as the NNJC Vice Commodore of Program. He is a member of the NNJC NESA Committee. He served as the Course Director of SB-51-NJ-19 NNJC’s first Seabadge Flash Course. He is a NESA Life Member and Legacy Society Member, Order of the Arrow Legacy Fellowship and Scouting Alumni Legacy Society. He is a recipient of the Skipper’s Key, Scouter’s Key, Scouter’s Training Award, Doctor of Commissioner Science and Regional Sea Scout Leadership Award. Dr. Guzman is also a recipient of the Regional Ventuing Leadership Award, Alumni Award, International Scouter’s Award, Silver Beaver Award, Unit Leader Award of Merit, Scoutmaster’s Award of Merit, Commissioner’s Award of Excellence, Arrowhead Honor, Distinguished Commissioner Service. For his distinguished service to the Sea Scout Program he was awarded the Gold Seabadge Pin and Gold SEAL Pin. He is a recipient of the St. George Emblem, Bronze Pelican, International Awareness Award and the Order of the Sword of St. George from the National Catholic Committee on Scouting.
